China Bridge Association Charter
Chapter 1 General


Article 1 China Bridge Association referred to as China Bridge Association, English name: CHINESE CONTRACT BRIDGE ASSOCIATION, English abbreviation: CCBA.


Article 2 This association is a national, professional and non-profit social organization formed by units and individuals who love the bridge movement.


    This association is a member of the All-China Sports Federation and the only legal organization representing China in the World Bridge Federation, the Asia Pacific Bridge Federation and the corresponding international bridge movement.


Article 3 The purpose of this association: to unite the majority of bridge workers, enthusiasts, and domestic and foreign people who care about and support the bridge project, to mobilize and exert all positive factors, to promote and develop China's bridge movement, improve the technical level of bridge sports, and implement The National Fitness Program promotes socialist material and spiritual civilization construction services; conducts international exchanges and serves to expand and promote the friendship of the people of the world.


     The Association abides by the Constitution, laws, regulations and national policies, practices the core values of socialism, and abides by the social morality.


Article 4 This Council accepts the business guidance and supervision of the State Sports General Administration and the Civil Affairs Department of the Society Registration Administration.


Article 5 This Council upholds the overall leadership of the Communist Party of China, establishes the organization of the Communist Party of China in accordance with the provisions of the Constitution of the Communist Party of China, and carries out party activities to provide the necessary conditions for the activities of the party organization.


Article 6 The residence of the Association is located in Beijing.


 


Chapter II Business Scope


Article 7 The scope of business of the Association:


(1) Organizing and coordinating the development of the national bridge movement in accordance with national guidelines, policies and regulations;


(2) Participating in research and formulation of policies, plans and rules and regulations for the development of the bridge movement with the approval of relevant government departments;


(3) To study and formulate the national competition system, competition plan, competition rules and rules of the bridge project and organize the implementation;


(4) Propaganda and popularization of the bridge movement, development of bridge organizations and enthusiasts, expansion of the bridge population, and improvement of the technical level of bridge movement;


(5) Coordinating and organizing bridge theory and technology research, mining, researching, organizing and promoting bridge culture;


(6) Promote and develop the popularization of the bridge project among the youth groups, and build a youth reserve talent training system for the bridge project;


(7) Organizing and training bridge athletes, coaches, referees, lecturers and social sports instructors, and with the approval of relevant government departments, study and formulate various technical level standards and their declaration and approval methods, and recommend international referees;


(8) Formulating relevant industry standards for the venue, equipment and bridge teaching of the bridge project;


(9) Formulate an international exchange plan for the bridge project, participate in relevant activities of the World Bridge Federation and the Asia-Pacific Bridge Federation, and conduct international exchanges;


(10) Selecting and training the national bridge team and organizing participation in international competitions;


(11) To manage domestic bridge competitions and activities, organize or entrust members to undertake various national and international bridge competitions and activities;


(12) Providing bridge-related professional services to people and organizations from all walks of life.


Matters subject to approval in laws and regulations in the scope of business shall be carried out after approval according to law.


Chapter III Members


Article 8 The members of the Association are divided into: unit members and individual members.


Bridge organizations or institutions such as Bridge Associations and Bridge Clubs may apply to become members of the Association; individuals who love Bridge Sports may apply to become individual members of the Association.


Article 9 Membership conditions for membership:


(1) Advocating the constitution of the Association;
(2) having the will to join the association;
(3) It has certain influence in the business field of this association.


Article 10 Membership Membership Procedures:


(1) Submitting an application for membership;
(2) being discussed and approved by the committee or the executive committee;
(3) A membership card is issued by an agency authorized by the committee.


Article 11 Members have the following rights:


(1) having the right to vote, to be elected and to vote in this Council;


The right to know, the right to criticize and the right to supervise the work of the Association;
Have the right to participate in various competitions, trainings and activities organized by China Bridge Association;
(4) having the right to be represented on behalf of the China Bridge Association to participate in the international bridge competition;


(5) Having the right to receive priority services from the China Bridge Association;


(6) The right to declare and obtain various bridge technical grade titles;


(7) having the right to obtain information, technical guidance and advice from the China Bridge Association;


(8) having the right to provide paid services to bridge lovers;


(9) Unit members have the right to hold various bridge competitions and activities within their respective jurisdictions or within the system;


(10) Voluntary membership and freedom of withdrawal.


Article 12 Members fulfill the following obligations:


(1) Compliance with the Articles of Association and the implementation of resolutions of this Council;


(2) Maintaining the reputation and legal rights of the Association;


(3) Actively participate in and support bridge competitions and activities;


(4) paying dues on time;


(5) Completing the work assigned by this Council.


Article 13 The member shall withdraw from the meeting and notify the association in writing and return the membership card. If a member does not pay membership dues for one year or does not participate in the activities of the Association, it is deemed to be automatically withdrawn.
Article 14 If a member commits a serious violation of the Articles of Association, it shall be removed by the committee or the Executive Committee.


 


Chapter IV Organization and Responsible Persons Generate and Dismiss


Article 15 The highest authority of this association is the member representative assembly. The powers of the member representative assembly:


(1) Formulating and amending the articles of association of the Association;


(2) deliberating and passing the flag and emblem of the Association;


(3) Election and removal of members of the Committee;


(4) The work report and financial report of the review committee;


(5) Formulating and modifying the standard of membership fees;


(6) Discussing and adopting important proposal resolutions;


(7) Deciding to change the name and terminate the matter;


(8) Decide on other major issues.


Article 16 A member representative assembly must be attended by more than 2/3 of the members' representatives, and its resolutions must be approved by more than half of the members present at the meeting.


Article 17 The member representative assembly shall be held for 5 years. If it is necessary to advance or postpone the change due to special circumstances, it shall be approved by the committee, reported to the competent business unit for review and approved by the society registration management authority. The extension of the extension is no more than one year.


Article 18 The committee is the executive body of the member representative assembly. It leads the association to carry out daily work during the period when the member representative assembly is not in session, and is responsible to the member representative assembly.


Article 19 The powers of the committee:


(1) Implementing the resolutions of the member representative assembly;


(2) Election and removal of the Chairman, Vice-Chairman, Secretary-General and Executive Committee;


(3) Preparing to convene a member representative assembly;


(4) Reporting the work and financial status to the member representative assembly;


(5) Deciding the absorption and delisting of members;


(6) Deciding the establishment and selection of honorary positions of the Association;


(7) Deciding the establishment, change and termination of the office, branch and entity;


(8) Deciding the appointment of the Deputy Secretary-General and the principal responsible persons of the agencies;


(9) Leading the work of the various institutions of the Association;


(10) to verify the development plan and annual plan of the Association;


(11) Formulating an internal management system;


(12) Decide on other major issues.


Article 20 The committee must be attended by more than 2/3 members, and its resolutions must be approved by more than 2/3 of the members present.


Article 21 The Committee shall meet at least once a year. In special cases, it may also be convened by means of communication.


Article 22 This Council shall establish an Executive Committee. The Executive Committee of this Council shall be elected by the Committee, and the number shall not exceed one third of the number of the Committee. During the intersessional period of the Committee, Articles 19, 3, 5, 7 and 8 shall be exercised. The powers of the nine, ten and eleven are responsible to the committee.


Article 23 The Executive Committee meeting must be attended by more than 2/3 of the executive members, and its resolutions must be approved by more than 2/3 of the Executive Committee members.


Article 24 The meeting of the Executive Committee shall be held at least once every six months. If the situation is special, it may be convened by means of communication.


Article 25 The Chairman, Vice-Chairman and Secretary-General of the Association must meet the following conditions:


(1) Adhere to the party's line, principles, and policies, and have good political qualities;


(2) having a greater influence in the business field of the Association;


(3) The maximum age of appointment is not more than 70 years old, and the Secretary-General is full-time;


(4) Being healthy and able to maintain normal work;


(5) Not being criminally deprived of political rights;


(6) Having full capacity for civil conduct.


Article 26 If the chairman, vice-chairman or secretary-general of the Association exceeds the maximum age of appointment, it must be approved by the committee, reported to the competent business unit for review, and approved by the registration management authority before it can serve.


Article 27 The term of office of the chairman, vice-chairman and secretary-general of the Association shall be five years and no more than two consecutive terms. If it is necessary to extend the term of office due to special circumstances, it shall be approved by the member representative meeting of more than 2/3 of the member representative assembly, reported to the competent business unit for review, and approved by the registration management authority before serving.


Article 28 The chairman is the legal representative of the Association.


Due to special circumstances, the chairman of the board of directors or the secretary-general may act as the legal representative after being approved by the chairman and approved by the committee and reported to the competent business unit for approval and approval by the registration authority. The Secretary-General who is appointed or openly recruited to the public shall not be the legal representative of this Council.


The legal representative represents the important documents signed by the Association.


The legal representative of this association does not concurrently act as the legal representative of other associations.


Article 29 The President of the Association exercises the following powers:


(1) Convening and presiding over meetings of the committee and the executive committee;


(2) Supervising the implementation of the resolutions of the member representative assembly, the committee and the executive committee;


(3) Nominating candidates for honorary positions in the Association.


Article 30 The Secretary-General of the Association shall exercise the following powers:


(1) To preside over the daily work of the office of the Association and organize the implementation of the annual work plan;


(2) Coordinating the work of various branches and entities;


(3) nominating the deputy secretary-general and the principal responsible persons of each branch and entity, and submitting it to the committee or the executive committee for decision;


(4) Deciding the employment of the staff of the offices of the Association and the full-time staff of the entity;


(5) Handling other daily affairs.


Article 31 The Association shall establish professional committees according to the needs of the work within the purposes and business scope stipulated in the Articles of Association. The professional committee is an integral part of this association. It does not have legal person status, does not have a separate charter, does not issue any form of registration certificate, conducts activities and develops members within the scope authorized by this association, and the legal responsibility is borne by the association.


The professional committee consists of one director, several deputy directors and members. The director is responsible for the work of the professional committee and is responsible to the executive committee. The director and deputy director of the professional committee shall be elected by the committee of the professional committee and approved by the executive committee. The age shall not exceed 70 years and the term of re-election shall not exceed 2 sessions.


Article 32 The professional committee shall, in accordance with its functions, formulate working rules and implement them after approval by the Executive Committee. The finance of the professional committee is included in the unified management of the statutory accounts of the Association.


Article 33 The Association shall report the relevant information of the professional committee to the registration management organ in the annual work report. At the same time, the relevant information will be disclosed to the public in a timely manner and consciously accept social supervision.


Article 34 A supervisor of this association shall be established and elected and removed by the member representative assembly. The term of office of the supervisor is the same as that of the committee and can be re-elected upon expiration.


The chairman, vice chairman, secretary general, executive committee members, members and financial management personnel of the Association shall not serve as supervisors. Supervisors may not be generated from members of the Association.


Article 35 The supervisor shall exercise the following powers:


(1) attending the committee and asking questions or suggestions on the resolutions of the committee;


(2) Supervising the conduct of the members in performing their duties, and proposing the removal of the persons in charge or members who violate the laws, administrative regulations, and the resolutions of the Association or the resolutions of the members' congress;


(3) to inspect the financial report of the Association, report the work of the supervisors and submit proposals to the member representative assembly;


(4) Correctly correcting the acts of the responsible person, members, and financial management personnel that harm the interests of the association;


(5) Responding to the business supervisory unit, the registration management organ, and the taxation and accounting authorities to reflect the problems existing in the work of the Association;


(6) Decide on other matters that should be considered by the supervisor.


Article 36 Supervisors shall abide by relevant laws and regulations and the articles of association of the Association and faithfully perform their duties.


 


Chapter V Asset Management and Usage Principles


Article 37 Sources of funding for the Association:


(1) membership fees;


(2) donation;


(3) Government funding;


(iv) Income from activities and services carried out within the approved business scope;


(5) interest;


(6) Other legal income.


Article 38 The Association collects membership dues in accordance with relevant state regulations.


Article 39 The funds of the Association shall be used for the business scope and career development as stipulated in the Articles of Association, and shall not be distributed among the members.


Article 40 This Council establishes a strict financial system to ensure that accounting materials are legal, authentic, accurate and complete.


Article 41 The Association shall be staffed with professionally qualified accountants, and the accountant shall not concurrently serve as a cashier. Accounting personnel must conduct accounting and implement accounting supervision. When the accountant transfers the job or leaves the company, he must clear the handover procedures with the receiver.


Article 42 The asset management of the Association shall implement the financial management system stipulated by the State and accept the supervision of the member representative assembly and the financial department. If the source of the assets belongs to the state appropriation or social donation or funding, it shall be subject to the supervision of the auditing agency and will Publish to the public in an appropriate manner.


Article 43 The financial audit must be conducted before the change of the term or the replacement of the legal representative.


Article 44 The assets of the Association shall not be seized, privately divided or misappropriated by any unit or individual.


Article 45 The wages, insurance and welfare benefits of the full-time staff of the Association shall be implemented in accordance with the relevant provisions of the State on institutions.


 


Chapter VI Procedures for Amending the Bylaws


Article 46 The amendments to the Articles of Association shall be submitted to the member representative assembly for deliberation after being approved by the committee.


Article 47 The articles of association modified by the Association shall be reported to the competent department of the enterprise for examination within 15 days after the approval of the member representative assembly, and shall be effective upon approval by the organization registration management authority.


 


Chapter VII Termination Procedures and Property Treatment after Termination


Article 48 If the Association disbands itself or needs to be cancelled due to reasons such as separation or merger, the committee or the executive committee shall propose a termination motion.


Article 49 The termination motion of the Association shall be approved by the member representative assembly and reported to the competent business unit for examination and approval.


Article 50 Before the termination of the Association, a liquidation team shall be established under the guidance of the competent business unit and relevant authorities to clear the creditor's rights and debts and deal with the aftermath. During the liquidation, not to carry out activities other than liquidation.


Article 51 This Council shall terminate upon the cancellation of registration procedures by the registration management authority.


Article 52 The remaining property after the termination of the Association shall be used for the development of undertakings related to the purposes of the Association in accordance with the relevant provisions of the State under the supervision of the competent business unit and the registration management authority.


 


Chapter VIII Supplementary Provisions


Article 53 The flag and emblem of the Association shall be reviewed and approved by the member representative assembly. The Association shall uniformly produce and issue it. No unit or individual may, without permission.
