Notice on the 10th "Leoch Cup" National Communication Staff Bridge Competition

According to the 2019 work plan of the China Communications Association, I will hold the 10th "Leoch Cup" National Communications Workers Bridge Competition in Taian City, Shandong Province in late March 2019. The specific matters are hereby notified as follows:


First, the time and place of the competition:
From March 29th to April 1st, 2019, held at Tianyu Runhua International Hotel, Tai'an City, Shandong Province.


2. Participating units and personnel:


1. All provinces, autonomous regions, and municipalities, postal, telecommunications, mobile, and Unicom companies, the headquarters of each communication group, the Ministry of Industry and Information Technology, the Provincial Communications Association, and the communications enterprises in Beijing can register for the competition (all members of the team must be regular employees of the unit) .


2, each participating unit can report to the team one, athletes four to six (men or women).


Third, the competition and incentives


1. According to the results of the competitions of the A and B teams in 2018, the divisions of the first division, the second division and the additional doubles;


2. When the first-class team is less than 16 teams, the team will be contested according to the registration;


3. The newly registered team participates in the competition of the B team;


4. According to the results of Group A and Group B, the top 8 teams will be awarded respectively; the top 12 will be awarded for the doubles.


Fourth, the entry fee:


1. Each team's travel and transportation expenses are self-care, and each person pays 290 yuan per day for food and accommodation.


2. Other expenses will be borne by the competition.

Annex I


The 10th "Leoch Cup" National Communication Staff Bridge Competition Competition Rules


First, the competition project

Second, the game mode:


1. Open Group A: According to the classification of last year's grades, the teams that have obtained the qualification of the first-class team will participate in the competition of the first-class team. After the competition of the first-class team in 2018, the four will be reduced to the second-class team. For the first division. According to the ranking of last year's competition results.


2. Open group B level: According to the classification of last year's grades, the teams that have not obtained the qualification of the first-class team (including the degraded team and the newly added team) participate in the competition of the second-class team.


3. Open doubles: All B team members and Class A bench personnel and special guests are eligible to participate.


Third, the game method


The competition is divided into Grade A and Grade B teams, respectively, using a lifting system.


1. Open group level A: 15 rounds of round-robin competitions, 12 decks per round, ranked according to the cumulative VP scores, and the last 4 of the first-class teams are downgraded to the next-grade second-level teams.


2. Open group B: Adopt Swiss shift system, 7 rounds of competition, 16 decks per round, ranked according to the cumulative VP score, and the top 4 of the second-level team will be upgraded to the next-grade first-class team.


3, open doubles: additional doubles for 1 section, using the Mitchell shift system to play 24 decks, according to the game points (winning rate) ranked.


Fourth, the competition regulations


1. In the principle of friendship first and competition second, respect the opponent, obey the referee, and obey the rules of the game.


2. The competition was carried out in accordance with the latest "China Bridge Competition Rules" approved by the National Sports General Administration's Chess Sports Management Center.


3. Participants must arrive at the venue 10 minutes before the start of each round. Each deck is deducted for 5 minutes late, deducting 0.5 VP of late arrival, and disposing of it as late as 15 minutes. The other party has 12 VP, and the late party has 0 VP.


4, the opening room home team sitting north and south, sitting in the closed room. The South is responsible for scoring, and the East is responsible for checking, and the results of both parties are valid. If you need to change the score, it can be changed within 15 minutes by the captains of both parties and with the consent of the referee. It cannot be changed after 15 minutes.


5, each pair of players need to bring the agreed card in duplicate, brought to the arena during the game.


6. This game prohibits the use of weak open calling system and prohibits the use of psychological bidding.
